Post-Award Transition: From Proposal to Implementation

Winning is step one. The first 90 days decide whether you build trust or burn it. A clean transition lines up the contract, people, tools, and controls so delivery starts strong. Here’s a practical playbook to move from promise to performance without drama.

Lock the contract reality

The proposal was a plan; the contract is the rulebook. In the first week:

  • Build a contract digest: scope, CLINs, options, SLAs, acceptance criteria, data rights, security clauses, key personnel, reporting, and incentives/penalties.
  • Confirm assumptions: volumes, environments, dependencies, and what the buyer provides.
  • Map deliverables to owners and dates: one row per deliverable with the acceptance method.

When something in the contract doesn’t match the proposal, raise it early with a short options memo.

Run a tight kickoff (inside 5 business days)

Make kickoff a decision meeting, not a pep talk. Agenda:

  • Success criteria and “definition of done” for transition-in
  • Roles, decision path, and escalation
  • Tool stack and communication channels
  • Milestone plan for 0-30-60-90 days
  • Risks that could move the schedule (access, data, incumbent handoff)

Leave with a one-page action list, owners, and dates.

Stand up the integrated plan

Price follows plan, and so does performance. In the first two weeks:

  • Work Breakdown Structure (WBS): tasks to work packages with entry/exit criteria.
  • Schedule & baseline: dependencies, critical path, buffers, and a real resource plan.
  • 30-60-90 outcomes: what will be working, measured, and accepted by each mark.
  • RACI matrix: who decides, who does, who advises.
     Publish the plan and keep it current; stale plans create blind spots.

Staff for Day 1, not Day 30

Speed comes from ready people.

  • Confirm key personnel: names, resumes, and backfills.
  • Access & badging: background checks, accounts, VPN, facilities. Start these on day one.
  • Onboarding kit: SOPs, style guide, runbooks, security training, and tool logins.
  • Coverage plan: hours of operation, on-call rotations, and holiday rules.
     Document a simple ramp chart so the buyer sees who lands when.

Secure environments and access

Technical delays crush transitions. Avoid them:

  • Environment map: dev/test/stage/prod with owners and change windows.
  • Credentials & licenses: who requests, who approves, where tracked.
  • Data intake: formats, transfer method, encryption, validation steps.
  • Compliance gates: required training, ATO steps, scanning, and logging.

No access, no progress, treat it like a risk with triggers and a backup plan.

Plan knowledge transfer with proof

If there’s an incumbent or internal team, structure the handoff.

  • Artifact list: architecture, SOPs, playbooks, code repos, test cases, CMDB, vendor lists.
  • Session map: topics, SMEs, recordings, and Q&A notes.
  • Shadow → lead → own: triad approach for each process.
  • KT acceptance: short tests or dry runs to confirm capability before cutover.

Close gaps with targeted SOPs and micro-training.

Build the governance rhythm

Consistency beats heroics.

  • Daily standup: blockers, priorities, and handoffs.
  • Weekly ops: schedule variance, risks, incidents, and action log.
  • Monthly steering: outcomes, KPIs, budget, decisions needed.
  • Quarterly review: scorecard, trend lines, improvement plan.

Use concise dashboards: SLA performance, backlog age, change success rate, defect escape, schedule burn-down, and staffing stability.

Control change and risk

Change happens; control it.

  • Risk register: probability, impact, owner, trigger, mitigation, fallback. Review weekly.
  • Change board: criteria for urgent vs. standard changes, impact checks, and rollback plans.
  • Config management: single source for versions, infrastructure, and approvals.

Write short decision memos so choices are traceable.

Deliver early wins

Pick two or three visible fixes in the first 30 days:

  • Remove a recurring manual step
  • Stabilize a noisy alert or chronic ticket type
  • Publish a one-page status dashboard

Prove momentum with results the buyer can feel.

Nail acceptance and quality

Avoid disputes by making “done” obvious.

  • Acceptance criteria per deliverable: test steps, data sets, reviewers, and sign-off.
  • QA plan: peer reviews, test cases, performance thresholds, and defect handling.
  • Production checklist: performance test, security scan, backup, monitoring, and rollback.

Schedule a “white glove” review before each formal acceptance.

Align money and paperwork

Invoices bounce when details drift.

  • Cost codes tied to CLINs and WBS
  • Timesheets that match the schedule
  • ODC controls: quotes, approvals, receipts, and inventory logs
  • Invoice calendar & backup: who approves and by when

Send a sample invoice for format approval before the first bill.

Communicate like a partner

Short, steady, and honest wins trust.

  • One-page weekly: progress, risks, decisions needed, next week’s plan.
  • Issue first: surface bad news early with a fix and a date.
  • Stakeholder map: who cares about what and how often they want to hear it.
     Keep email threads clean; store decisions in one place.

Prepare for cutover and hypercare

When you flip the switch:

  • Cutover runbook: steps, owners, timing, go/no-go checks, and rollback.
  • War room & channels: who’s watching what, with a live log.
  • Hypercare period: enhanced staffing and faster response for 2-4 weeks.
     Publish results and lessons learned at the end of hypercare.

Think about the exit on day one

Transitions end; relationships continue.

  • Transition-out baseline: artifacts you will maintain, how you’ll hand them over, and timelines.
  • Documentation standard: simple, current, and searchable.

This keeps you honest and lowers future risk for the buyer.

  • Waiting for perfect info before starting work
  • Ignoring contract differences from the proposal
  • Access requests are buried in email
  • KT sessions without artifacts or acceptance tests
  • Fancy dashboards with stale data
